Michael was elected to the Parliament of Victoria as the Member for Malvern in 2006 and re-elected in 2010 and 2014.

Michael is currently the Shadow Treasurer in the Victorian Liberal/Nationals Coalition.

Michael served as the Treasurer of Victoria from March 2013 until December 2014, He previously served as Minister for Energy and Resources, Minister for Consumer Affairs, and Minister for Gaming from December 2010 until March 2013.

As Treasurer, Michael strengthened Victoria's finances through strong economic management and reform. By 2014, Victoria was the only government in Australia - federal, state or local - with both a surplus budget and a stable AAA credit rating from both major ratings agencies. In his 2014-15 Victorian budget, Michael handed down a surplus of $1.3 billion, cut payroll tax, reduced the Fire Services Levy, reduced WorkCover premiums and abolished stamp duty on life insurance products. He also announced a $27 billion infrastructure program, including the second stage of the East West Link, the Melbourne Rail Link and 13 new government schools across Victoria.

As Member for Malvern, Michael has been instrumental in securing important funding for the local community, including the removal of the notorious Burke Road level crossing in Glen Iris - fully funded by the Coalition in the 2014/15 budget, with work to deliver the project currently underway. Other local investments include capital upgrades for local schools, kindergartens and sporting facilities, improved noise walls on Dandenong Road, Malvern East and Protective Services Officers deployed to local train stations.

Michael is active within the local community and is a member of many local groups including the East Malvern RSL, Malvern Bowls Club and is an honorary member of the Rotary Club of Malvern. Michael also supports the Malvern Historical Society, Save A Dog Scheme, Chadstone Bowls Club and the East Malvern Knights Junior Football Club, among others.

Michael has a Bachelor of Laws (Honours) and a Bachelor of Commerce from the University of Melbourne.

Prior to his election, Michael was a self-employed barrister practising in the fields of trades practices and commercial law. Michael also worked as a senior adviser to former Federal Treasurer, Peter Costello.

Michael was born in Dublin, Ireland in August 1971. He lives in his Malvern electorate with his wife and their two children.
